Visa required for U.S. citizens:  Yes.

Visa required for non-U.S. citizens:  Visas are required by EVERYONE EXCEPT the following nationalities: Benin, Burkina Faso, Cape Verde, Ivory Coast, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo.

Submit your materials from Step 2 with the visa fee you got in Step 3 to the consulate you found in Step 1.
