Martinique is an overseas region of France.  You can check here at the Official Website of the Martinique Tourism Authority to see who requires a visa.

Even though Martinique is a part of France, if you are from a country that needs to get a visa before you go, you must get a separate visa for Martinique for tourism or business purposes (A Schengen visa will not let you in Martinique).

What this means is that, if you are, for example, traveling through Europe and then onward to Martinique, you are going to need to get BOTH a Schengen visa and a special visa for Martinique.

You can get a visa at an embassy or consulate of France.
